The first Conference of African Ministers of Interior- held in Cairo during the period from 29th November to 6th December 1985- witnessed the convergence of African visions. African countries found that strengthening security cooperation among them can be achieved by the organization of joint training events and programs for police personnel. Accordingly, the African Center of Crime Prevention Research and Studies was established in 1986 on the premises of the Police Research Center at the Egyptian Police Academy. It is responsible for preparing and implementing plans that include training programs for security cadres from African countries in all areas of security work.
To further develop the training process and to expand the implementation of its programs, Commonwealth States' Security Studies and Training Center was established in 1994, which was responsible for preparing and implementing plans that include training programs for security cadres from Commonwealth States (newly independent States of the Soviet Union at that time).
• The African Center of Crime Prevention Research and Studies:
Since its establishment in 1986 to 2023, (344) training courses have been conducted on several security fields in which (10260) trainees representing (49) African States have participated.
• Commonwealth States' Security Studies and Training Center:
Since its establishment in 1994 to 2023, (374) training courses have been conducted on several security fields in which (9680) trainees representing (17) of Commonwealth States have participated.
In consistency with the general policy of the Egyptian State, and the strategy of the Egyptian Ministry of Interior towards enhancing prospects for security cooperation with various friendly countries, International Security Training Centers at Police Research Center conduct training courses for security cadres from African and Commonwealth States on various security domains. These courses are based on availing Egyptian security expertise and sharing best practices in areas of common interest. The courses are conducted according to an annual training plan prepared- in coordination with the Egyptian Agency of Partnership for Development of the Egyptian Ministry of Foreign Affairs- with a view to combating all forms of crimes by:
• Unifying visions of corresponding security entities and strengthening their capabilities, to reflect solidarity and constructive cooperation in security fields.
• Building the capacity of police cadres of the concerned States through modern training programs to counter cross-border crimes and mitigate their negative impact.
• Coordinating security policies between police agencies at the regional and international levels in accordance with common needs, in order to address the criminal phenomena afflicting the international arena.
• Operationalize international security cooperation mechanisms by boosting the human expertise as the fundamental pillar that ensures effective security services.
The annual training plan is prepared considering the following:
• Foreseeing the international security arena and its potentials to provide an opportunity to identify security issues of common interest.
• Recommendations and proposals of international conferences and seminars to serve as a guide for this plan.
• Former trainees' opinions and evaluation of training courses to design future training programs accordingly.
Upon the accreditation of the annual training plan, and in coordination with the Egyptian Agency of Partnership for Development at the Ministry of Foreign Affairs, the plan is disseminated to African and Commonwealth countries through Egyptian embassies therein.

• Trainees receive all training programs in different foreign languages (English, French, Russian) with the help of interpreters working in International Security Training Centers. Training programs comprise the following pillars:
It is represented in the review of scientific knowledge and content relevant to the topics of training courses held by the International Security Training Centers. It qualifies trainees and enriches their abilities in different security fields.
It presents interactive operational exercises through the training institutes of the Ministry of Interior; including:
• Training areas at Egyptian Police Sectors in different security fields.
• Forensics and criminal investigation laboratories.
• Tactical shooting and weapon fields.
• Gymnasiums.
• Crime scene with different specializations.
• Tactical village.
• Standard Police station.
• Obstacles and self-defense fields, training on high-risk areas.
• Simulation fields for practical scenarios.
It achieves organizing different cultural meetings presented by lecturers and thinkers in various fields of knowledge that target informing trainees with regional and international current events.
It entails preparing comprehensive tourism program for the most prominent Egyptian historic and tourism sites.
Personal academic achievements and practical skills' developments are evaluated for every trainee throughout the training courses. Trainees present their evaluation of the training courses which they participates in.
Training courses are currently evaluated in favor of elevating security training courses, and recommendations are highlighted to be applied in future training plans.
• A Protocol on Cooperation was signed in Rome on 13 September 2017 between Egyptian Police Academy, Egyptian Ministry of Interior, and the Central Department for Immigration and Border Police of the Public Security Department of the Italian Ministry of Interior. By virtue of this Protocol, the International Training Center at the Egyptian Police Academy (I.T.E.P.A) was established to train security cadres from African countries on combating illegal immigration. The Center held to date (6) training courses in the field, with the participation of (305) trainees from (20) African countries.
• Organization of a training course in the field of "Combating Terrorism: for (10) trainees from Cyprus, in cooperation between Egyptian Ministry of Interior and Cyprian Ministry of Justice and Order from 4/11/2023 till 15/11/2018).
• Organization of a training course in the field of "Gathering Information and Operation Planning to target Human Smugglers and Those in Charge of Illegal Immigration" for liaison officers of the Regional Operations Center for Combating Migrant smugglers and Human Trafficking in Khartoum (ROCK) with the participation of (9) trainees representing (8) African Countries from 20/11/2021 to 27/11/2021.
• Organization of two training courses in the field of "Migrants Smuggling and Checking Passports Techniques" in cooperation with International Organization of Migration (IOM) with the participation of (48) trainees from various African Countries in 2021.
• Organization of three training courses (337 - 338 - 339) in the fields of "Drug Control and Psychotropic Substances, The Role of K9 in Confrontation Mechanisms", VIP and Vital Installations Security", " Combatting Illegal Immigration and Trafficking in Human Beings" from 20/8/2022 to 13/10/2022 in which (119) African Security Cadres representing (29) African Countries have participated. Organization of one training course no. (373) on "Combatting International Terrorism" was organized with the participation of (18) trainees representing (5) Commonwealth countries from 3/9 to 13/10/2022.
